Apparent lack of leadership by Mr. Hawks to have MARTA driver(s) obey the board’s unanimously approved new fixed route bus stop in front of the Bear Valley Community Hospital entrance. See Big Bear Grizzly – Wednesday, June 28, 2006, by Brian Charles.

Background.
In the MARTA parking lot, about two days after the Nov. 14th plane crash in Bolder Bay, I talked to you Mr. John Hawks. I told you that MARTA drivers on about three different occasions where not stopping at the hospital and I would hold you Mr. Hawks responsible for such future rule disobedience and inconsideration. Premeditated rule disobedience and inconsideration being done to the most needy of our community, the sick and or injured.

I told you Mr. Hawks, if it happened again I would hold you responsible. I also went on to say how sad it was that MARTA had it’s drivers sign a petition not to have to stop at the Hospital. As you may remember Mr. Hawks, I then tried to back off the subject and I talked about the plain crash so as not to appear to offensive as I was accused in the past by MARTA, when I complained about MARTA’s poor enforcement of rules regarding drug abuse and driver Dennis’s threats to me.

Complaint:
On the morning of December 6, 2006 about 8:40 a.m. the driver didn’t stop at the hospital. Also MARTA still has not posted a bus stop sign at the hospital. This again reflects MARTA’s incompetence at the supervisor level. The sadness about this complaint is that MARTA’s incompetence doesn’t appear to happen because of stupidity.

Dear Hilary Nutting:
By now I’m sure you have gotten my, 10/3/05, 8:40 a.m., emotional phone message and here is the “official written version.”

Subject:
Big Bear Grizzly Newspaper, Page A-6, 9/28/05, Inside News section,
Your written statement about a major change in the Big Bear Sheriff’s department seems weak at best.


Your “complete” written statement is:
“During public forum, Lt. Joe Catalano of the big Bear Sheriff’s Station announced that Captain Bobby Philips will be reassigned to the city of Highland effective Oct. 15. Catalano also said three others were promoted to captain, including himself. Catalano will be working in Twin Peaks effective Oct. 15.”

I have only been living in the Big Bear Lake area for a little over a year and this little community is rather tight and personally gets involved with each other, in my opinion. In fact on September 23, 2005, Captain Bobby Philips personally called me regarding my complaint of Detective Lutz, possibly illegally questioning of a minor at the Big Bear YMCA camp, during a fire inspection.

The Point is that Captain Philips took the time to call me and that doesn’t happen in other Inland Empire communities in which I have lived.

I would like to know more about the reason for the two transfers.

1. Where is the city of Highland? Is that the city located in San Bernardino near the airport? I lived in that city of Highland and believe me that is no promotion for Captain Philips, in my opinion.

2. What are the names of the other two who where promoted to Captain and when and ware was this promotions held, witnesses?

3. Are they from the Big Bear Sheriffs department and if not where are they from?

4. Who will be the top Big Bear Sheriff?

The obvious question is why make it difficult for Captain Philips and Catalano by moving them from the Big Bear lake office? This just seems like a stupid unsafe strategy by taking away the leader of our community and making communications more difficult in an up coming fire season.

Cityhall tells me they don’t know where the new captain is from and shuffling personal around is not unusual. Being not unusual doesn’t make it safe, in fact shuffling personal around would seem to make it less safe, as far as communications goes.

Like I said at the end of my phone message, “If this transferring of Captain Catalano and Captain Phillips has anything to do with my letter writing about the unsafe YMCA then this community is really sick.”

Reasons for moving Phillips and Catalano?
I want to use this letter as my public protest against the person(s) responsible for putting the safety of Big Bear citizenry at risk during this fire season. At risk by moving two of our most fire conscious leaders to work in the none-Big Bear area during the start of our fire season. My respect for the community politicians of Big Bear for allowing this transfer has again lowered my option of them.

The Grizzly, making a point to use the front page showing the city attorney advising the planning staff to have a traffic engineer view the design change of 10 inches to a road exit seems of lesser importance then moving Phillips and Catalano.

Where is the Big Bear City Attorney?
According to my 10/03/05, phone conversation with Big Bear City Hall, 866-5831, Attorney Steve Deitsch, is the Big Bear City attorney. Attorney Deitsch’s mailing address is not even in the County of San Bernardino but in Riverside County. Seems like a stupid unsafe strategy. I say stupid unsafe strategy because it takes away the community’s legal making communications. In fact Big Bear Lake City Attorney Steve Deitsch has no phone listing in the 50-mile areas surrounding Big Bear Lake, city of San Bernardino, or city of Riverside.

Why should a Citizen need the phone number of the City Attorney?
How do I get in touch with the city attorney to know if Sheriff Chief Gary Penrod, has a legal right to strip Big Bear Lake of its Sheriff, and thus put unnecessary harm to us citizens during the fire season for example?

Why did Sheriff Chief Penrod have Captain Phillips and Captain Catalano transferred? Was it to prevent an investigation of Detective Lutz by the Big Bear DA Kris Parde? In fact, in my 9/24/05 letter, I requested such an investigation by Attorney General Bill Lockyer’s Inquire Unit. I requested Lockyer’s Inquire Unit to investigation to see if Detective Lutz and Captain Phillips did illegal questing, to a child at the Big Bear YMCA camp.

The ability of a poor citizen to have a city attorney present information to a DA would give credibility to such a request rather then a poor person like me trying to explain it in a letter like this.

For the good of the city here is another example for a city attorney viability to represent more then city officials.
What if a poor citizen wanted to know legalities about the fire code at the Big Bear YMCA camp and its lack of enforcement by Mr. James Dubuque, Supervisor of code enforcement?

These questions seem legitimate to me in the wake of National corruption on all government levels and Hurricane Katrina’s deaths to the poor.

1. Found Big Bear Lake City Attorney, Steve Deitsch while doing a Google search.

2. In Oct, 2005, Sheriff Captain Penrod, of San Bernardino, CA, prosecuted a small newspaper and won $3 Million. Now I understand why my newspaper doesn't say anything bad about our Government Slime Suckers of Big Bear.

We do not scare the tourists away even at the risk of killing our children.

Who is responsible for having a plan, and distributing that plan to the citizens and “tourists”, in the event we have an unexpected lightning started fire and an earthquake that causes mudslides blocking the 2 exits off the mountain?

The reason for this question is based on the fact that we had lightning and earthquakes happing together on October 17th and 18th 2005. And I have asked comparable questions with not even a form letter in return!

Think of the ugliness of your children dieing in such a disaster; knowing you had the power to prevent their deaths.

Trying to humiliate you gutless slime sucking bottom dwellers into action doesn’t work; but that doesn’t mean I’m going to stop from trying to make to save your own children.
